Yearlong negotiations to determine the fate of Kosovo have recently failed, with neither the ethnic Albanian-led government nor Serbia showing any signs of a possible agreement on the Southern Balkan province. Serbia rejects an independence plan for Kosovo, which many of the Albanians of the Kosovo leadership had supported. The Special UN Envoy overseeing the negotiations will submit a “realistic compromise†plan to the Security Council sometime this month.
